Little did they know that the job centre's very own acting executive officer was leading a double life as Britain's most notorious serial killer, during which tie he murdered fifteen vulnerable young men and attempted to kill seven others, all during the time that he worked here. So, who was he? Who did he murder? Did he murder them here (surely not)? But if he didn't, why is this building so important.
